The District Industries Centre was started on the objective to find out the Micro Small Medium Enterprises in the District. Also it helps those Enterprises to tackle their hurdles faced by the MSME’s under one roof.

The District Industries Centre have been formed with a view to provide all assistance to Micro Small and Medium Enterprises under One Roof. The following assistances are offered to Entrepreneurs through District Industries Centre.

Motivation Campaigns

Motivation campaigns are organized periodically at every panchayat union, Municipality, final year students of Engineering Colleges, Polytechnics for identification of prospective entrepreneurs.

• FILING OF ENTREPRENEUR MEMORANDUM PART-I: This is required for the proposed industry to be set up by the entrepreneurs to get the financial assistance from Banks / Government Department.

• FILING OF ENTREPRENEUR MEMORANDUM PART-II: Any MSM Enterprises, which has commenced production can file E.M. Part-II so that they can avail the facilities, incentives and concessions offered by the Government from time to time under the Industrial Policy 2008. The following categories of Units are covered under TWENTY POINT PROGRAMME introduced by the Government of India.
   
• COTTAGE INDUSTRIES REGISTRATION: These Industries which are set up in rural areas and the products are manufactured by the group of family members. The District Industries Centre, identify such units and help them to get financial assistance from banks.
   
• HANDICRAFTS INDUSTRIES REGISTRATION: District Industries Centre, identify the artisans who are engaged handicrafts such as wood carvings, paper mash, embroidery, paper toys etc., and assist them to get bank loans. District Industries Centre, also recommend these artisans toget the master craftsman award from Government.
   
• PRIME MINISTER's EMPLOYMENT GENERATION PROGRAMME: This scheme is jointly implemented by District Industries Centre, Khadi and Village Industries Commission and Khadi and Village Industries Board. This is a Employment Generation Scheme for unemployed youths who are above 18 years of age. The salient feature of this scheme is:

        c. Production / Service Oriented Units are eligible under the scheme (Except the Negative List).

        d. Educational qualification: Minimum 8^th standard pass for projects more than Rs.10 lakhs in manufacturing sector and project more
            than Rs.5 lakhs in service sector.

Information on incentives available to Micro, Small & Medium Enterprises in Tamil Nadu

Micro, Small & Medium Manufacturing Enterprises set up in the State and Commenced Commercial Production on or after 22.02.2008 are eligible to the following incentives / concessions from the Government of Tamil Nadu.

I. Exclusive Subsidy Schemes for Micro Enterprises established any where in the State

• 15% Capital Subsidy on the value of Plant and Machinery.

• 20% Low Tension Power Tariff (LTPT) subsidy for the first 3 years.

• 100% Subsidy on the assessed VAT for the first 6 years.

• Exemption from payment of stamp duty on mortgaged and pledged documents.

II. Subsidy Schemes for Micro, Small & Medium Enterprises set up in 251 backward Blocks, Government Industrial Estates & Agro Based
     Enterprises set up in all the 385 Blocks in the State

	15% Capital Subsidy on the value of Plant and Machiner
	5% additional Employment intensive subsidy for employing atleast 25 workers
	5% Additional Subsidy for Women / SC / ST / Physically Disabled / Transgender entrepreneurs
	25% Additional Subsidy on the value of plant and machinery installed to promote cleaner and environment friendly technologies
	20% Low Tension Power Tariff (LTPT) Subsidy for the first 3 years

III. Special Capital Subsidy for Thrust Sector Enterprises set up any where in the State

• 15% Special subsidy on the value of Plant and Machinery for 10 Thrust Sector Industries viz., Electrical and Electronic Industry, Leather and Leather goods, Auto Parts and components, Drugs and Pharmaceuticals, Solar Energy Equipment, gold and Diamond Jewellery for exports, Pollution Control equipments, Sports Goods and Accessories, Cost effective building material and Readymade Garments.

IV. Other subsidy Schemes

	50% concession on stamp duty & registration charges payable to registration department for Enterprises set up in industrial Estates / Industrially backward areas.
	3% Back ended interest Subsidy for Technology upgradation / Modernization
	50% Subsidy on the cost of filling a Patent and for Trade Mark Registration
	Generator Subsidy at 25% of the cost of Generator set up to the capacity of 125 KVA purchased by all new and existing Micro Small and Medium Manufacturing Enterprises for brand new equipments anywhere in the State for their captive power generation subject to the maximum limit of Rs.1.5 lakhs.
	The Government of Tamil Nadu has declared certain Blocks in the State as Backward in order to develop industries by giving them 15% capital investment subsidy on the fixed assets for units coming up in declared backward blocks. The following are the backward blocks in Tiruvallur District

                        5. Pallipet
                        6. Thiruvalangadu
                        7. Kadambathur

SINGLE WINDOW CLEARANCE CONCEPT: The Single Window Clearance Committee Meets once in a month under the Chairmanship of the District Collector, to redress the Grievances of the Entrepreneurs and other Government Clearance / Licences.

COMMERCE AND INDUSTRY: Tiruvallur District is one of the fastest developing district in Tamil Nadu in terms of Industrial Development. The District has many leading Industries like Madras Refineries, Madras Fertilizers, Manali Petro Chemicals, MRF, Ashok Leyland, TI cycles, Britannia India Limited, Parry India Limited Hindustan Motors and Lucas TVS. It also boasts Ennore Thermal Power Station and the Avadi Tank Factory. The District has 16 Industrial Estates 11 developed by the Government and 5 by Private Organizations.
